On February 17, 2025, the Ministry of Education and Training (MOET) issued Circular No. 04/2025/TT-BGDDT (referred to as Circular 4), regulating the accreditation of academic programmes at all levels of higher education. This new Circular replaces Circular No. 04/2016/TT-BGDĐT dated March 14, 2016, and officially takes effect on April 4, 2025.
To support faculties and departments at Van Lang University (VLU) in staying updated and effectively implementing the new regulations, the Department of Quality Assurance (QAD) of VLU organized a training workshop titled "Introduction of programme quality assessment standards in accordance with Circular 04/2025/TT-BGDĐT". The workshop took place on the morning of April 15, 2025, at Lecture Hall J04.05 (4th Floor, Building J), located at the main campus (69/68 Dang Thuy Tram Street, Ward 13, Binh Thanh District, Ho Chi Minh City), and was conducted in both in-person and online formats.
The workshop attracted 179 participants, including leaders, lecturers, and staff from a wide range of faculties across the University, such as: Faculty of Applied Technology, Faculty of Korean Language and Culture, Faculty of Fine Arts and Design, Faculty of Finance and Banking, Faculty of Tourism, Faculty of Architecture, Faculty of Creative Technology, Faculty of Public Relations and Communications, Faculty of Dentistry, and Faculty of Information Technology.
Also in attendance were representatives from VLU’s functional departments, including: Research Development Department, Accounting Department, Academic Affairs Department, Postgraduate Institute, Admissions and Communication Department, Administration and Human Resource Management Department, the QAD, Student Success Center, Testing and Assessment Center, Student Support Center, Maintenance Department (Campus 3 Project Management Board), and Institute for Computational Science and Artificial Intelligence (COSARI).
During the workshop, Assoc. Prof. Dr. Nguyen Huu Cuong - Director of the QAD, delivered a comprehensive presentation on Circular 4, highlighting important updates, analyzing the new programme quality assessment standards and identifying areas requiring VLU’s improvement.
In the section focused on updates in Circular 4, Assoc. Prof. Dr. Nguyen Huu Cuong highlighted six critical points, with particular attention to "Eligibility Criteria" and "Value of the Accreditation Certificate" – the two pivotal aspects that have a direct impact on the preparation of self-assessment reports as well as the faculties’ readiness for external assessment.
The detailed analysis of the new assessment standards provided participants with a clearer understanding of the criteria, the corresponding requirements, and the appropriate evidence needed to demonstrate compliance. Active engagement and interactive discussions between the presenter and participants contributed significantly to the effectiveness of the workshop.
Through this training, Assoc. Prof. Dr. Nguyen Huu Cuong equipped faculty and staff with essential knowledge about the updated accreditation standards introduced in Circular 4, highlighting key content areas, documentation requirements, and guidance on writing self-assessment reports. This workshop marks a crucial step in ensuring that VLU's academic programmes meet the national accreditation standards set by the MOET.
