In a move towards elevating consciousness on the legal ramifications of child sexual abuse, Van Lang University’s Faculty of Law hosted the seminar “The Legal Framework Concerning Online Child Sexual Abuse in Malaysia” via the Zoom platform on April 4, 2025.
The seminar was graced by the presence of Dr. Ambikai ST Singam, Programme Director for the Bachelor of Laws at the School of Law & Governance, Faculty of Business and Law, Taylor's University, Malaysia, and witnessed substantial participation from both lecturers and students of Van Lang University.
Delivering the opening address, Dr. Vu Thi Thuy, Deputy Head of the Faculty of Law at Van Lang University, underscored that: “Transnational cyber child sexual abuse constitutes a profoundly troubling concern, demanding concerted cooperation from various countries to facilitate the advancement of a cohesive legal structure. The seminar is intended not merely to extend the research horizons for students and legal professionals but also to function as an emphatic appeal for more robust measures in the ongoing endeavor to safeguard the future of those victimized.

Over the course of the event, Dr. Ambikai ST Singam delivered a comprehensive perspective and synthesized the legal dimensions and legislative frameworks relevant to online child sexual exploitation in Malaysia, concurrently dissecting common modalities of abuse, including: the dissemination of nude imagery and video, online child enticement, the surreptitious recording of minors in vulnerable contexts, the exchange of sexually explicit content via text-based communication, and coercion or blackmail utilizing sensitive materials.

Employing a compelling methodology that integrated topical concerns, Dr. Ambikai ST Singam cultivated a dynamic academic discourse. Within this forum, Van Lang students proactively raised several sophisticated inquiries concerning the responsibilities of internet service providers in the regulation of detrimental content, the practicability of implementing international legal frameworks within Vietnam, alongside strategies for safeguarding and educating minors to avert online sexual exploitation.
The seminar assisted Van Lang University Faculty of Law students in reinforcing their understanding of legal issues related to child sexual abuse in Malaysia, exploring potential solutions, and enhancing their awareness of this situation in the online environment.
